The Salem Cable Project
Thanks again for following our weekly newsletter. Here's an update on this week's Salem Cable Project construction, a forecast of what to expect in terms of construction over the next weeks.
On Congress Street, our contractors have excavated and installed the duct bank that will house the new S-145 and T-146 transmission cables up to the Derby Street intersection. Once the finishing touches are applied to the installation, contractors will continue to excavate and install the duct bank across the intersection and onto Hawthorne Boulevard. During the course of the duct bank installation, traffic flow will be maintained in all directions, signage and police details, as always will be in place to assist motorist and pedestrians.
As mentioned in previous updates, contractors are working to address an above average groundwater level at the excavation on Washington Square South. The necessary drainage systems should be in place by early next to allow our contractors to safely continue their work. We will continue to keep you informed of the progress at this work site.
In addition to these two project work sites, construction inside the Canal Street Station continues. As this writing, contractors have excavated and installed 75% of the duct bank that will ultimately connect the transmission cables to the station.
On the community outreach front, we're looking forward to relaunching our canvassing program in the coming days. We will be focusing our efforts in the areas around the next work sites and look forward to sharing the latest information and answering any questions you may have. Our team looks forward to continuing to work together to make the construction process as little of a inconvenience as feasible.

Will Your Home Flood in the Next Superstorm?


Almost two years ago, Salem was hit by Superstorm Sandy.  Our neighborhood was spared the consequences of being hit head on.  How would your home have fared if we had experienced the full blunt of the storm?  Barbara Warren, Director of Salem Sound Coastwatch (and a resident of our neighborhood)will show us why certain areas of our neighborhood are likely to flood and precautions that you can take.

Jeff Cohen, Recycling Enforcement Coordinator will also provide an update on recycling efforts in the City.

Monday, May 4th, there will be a large delivery of cement to the Footprint Salem Harbor Station construction site

Dear property owner:

This notification is to inform you that on or around Monday, May 4th, there will be a large delivery of cement to the Footprint Salem Harbor Station construction site on Fort Avenue. This delivery is weather-dependent; please visit www.buildingsalem.com orwww.facebook.com/buildingsalem for updates should this delivery be rescheduled.

This delivery will take place between 6:00 p.m. and 6:00 a.m. and will consist of between 100 and 110 cement trucks traveling to and from the site via Route 1A and Webb Street. The trucks will be staged at intervals of approximately 5 to 7 minutes. Police details will be present along Webb Street to allow the trucks direct access to the site without stopping at red lights; this should minimize braking and associated noise disturbances. Truck operators have been directed to maintain a steady of speed of 20 MPH while on Webb Street. Finally, in advance of May 4th, Salem public works crews will be patching parts of Webb Street where there are potholes or other defects that might cause excessive noise from the trucks.

REPORTS TO:             Superintendent of Park, Recreation and Community Services, or his designee

SALARY:                 $49,000-$53,000 annually

DUTIES:
Oversight and supervision of recreational, educational, health and cultural programs for individuals of all ages.  

Maintain a constant analysis of community needs and design programs to fulfill the community demands within the department’s financial parameters.

Work in tandem with the COA Director to ensure the program needs of senior citizens are being met.

Work in tandem with the Facilities Manager to ensure we are utilizing our facilities to our fullest potential in order to meet the programming needs of our community.

Work in tandem with the account clerk to ensure programs stay within budgetary guidelines

Responsible of revolving budgets to ensure we are offering fiscally responsible programs to our community.

Direct oversight of the department’s volunteer program to include, but not limited to programs, Senior Network, Snow Shoveling, Tax Abatement and outside organizations

Manage the offsite programs that include, but are not limited to Senior Citizens trips, youth basketball league, adult volleyball league etc

Prepare public relations materials, including the creation of program catalogs and marketing flyers; respond to the general public and resolve customer inquiries and/or concerns.  

Direct oversight of our program registration software and the maintenance of participation records.

Coordinate programs that meet the needs of individuals, families, social groups and organizations

Perform related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of the principles and practices of program management.  Ability to supervise subordinate personnel effectively and to delegate tasks efficiently.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to develop and maintain harmonious relationships with city and school officials, community organizations and the general public.  Ability to provide high level of commitment and connection to City.  Willingness to work on a flexible schedule including evenings, weekends and holidays.

Excellent customer service skills.

QUALIFICATIONS REQUIRED:
A Bachelor’s Degree in recreation or related field and five years’ experience in developing and/or managing recreational programs, preferably in a municipal environment; or any equivalent combination of education and experience which demonstrates the requisite skills, abilities and knowledge.

SUPERVISORY RESPONSIBILITIES:
Provide supervision to the full time receptionist, activity assistants and seasonal employees/contractors for summer programming needs.

PHYSICAL DEMANDS:
More than half the time spent in normal office setting.  Summer programs involve frequent outdoor activities.  Regularly uses computer keyboards requiring eye-hand coordination and finger dexterity.  Occasionally must lift up to 25 pounds.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Position is the first point of contact for visitors and callers interested in programs for youth through senior citizens. DUTIES INCLUDE:
Receiving and transferring telephone calls, taking messages and providing information when applicable

Register visitors for programs through our online software
Assist the Transportation Coordinator with daily rides

JOB SUMMARY:
The Nutrition Scheduler is responsible for planning and implementing the daily meals program for the Council on Aging (COA), as part of the Park, Recreation & Community Services Department.  The meals program is a partnership with North Shore Elder Services (NSES).   The scheduler must have a positive personality while also being firm in implementation of programs.  Must be detail oriented, well organized, and flexible and provide quality customer service to our seniors.  Individuals with strong initiative and an out of the box thinkers are preferred.

DUTIES AND RESPONSIBILITIES:
Meals Program:

Home Delivered Meals (HDM)
  • Schedule and organize home delivered meals
  • Organize delivery of meals per routes and specific meals as required
  • Coordinate with meals drivers
  • Maintain daily route sheets with changes and additions
  • Submit daily order form to NSES by 10:30 each day for the next day meals
  • Input data for current days meals into My Senior Center
  • Collect donations from driver’s, submit monthly reports to COA director
  • Submit time sheets for HDM drivers to the COA director
  • Monitor HDM drivers and report to COA director any senior not available for delivery of meals
  • Contact Social Services when issues surface with senior safety, health, housing, etc.  
  • Work with volunteers to maintain cleanliness of all food serving areas including the dining room area where food is served
Congregate Meals
  • Maintain order sheet
  • Submit daily order to NSES
  • Recommend staff schedule to COA director  to serve congregate meals
  • Schedule volunteers for cleanup
EDUCATION AND EXPERIENCE
  • Associates degree or higher preferred.
  • Valid Massachusetts Driver’s license
  • Experience with, interest in, and ability for developing relationships among senior citizens, able to engage their interests and talents in all aspects of programming.
  • Demonstrated computer skills, including ease in navigating the Internet, as well as proficiency with Microsoft applications, including Outlook, Word, Excel and PowerPoint.
  • Ability to work flexible hours including evenings, weekends and holidays

First Yard Waste Collection of 2015 in Salem

April 27 through May 1, curbside yard waste collection on regular trash/recycling pick-up day

SALEM, MA – The first yard waste collection of 2015 will take place from April 27 through May 1 in Salem. During that week, residents should place leaves and grass clippings in brown paper yard waste bags or uncovered garbage cans curbside on the same morning as their regular trash/recycling collection day.

Only the following items are accepted: lawn clippings, leaves, brush, plants, and bundled branches no longer than four feet or wider than four inches. Tree stumps and logs will not be collected.

Salem residents with proper identification can always drop off yard waste at the Salem Transfer Station (9 Swampscott Road) during normal business hours (7:30 a.m. – 4:00 p.m. Mondays through Fridays, 8:30 a.m. - 11:30 a.m. Saturdays). Downtown clean up and street sweeping

On Tuesday, April 14th, beginning at 9pm an intensive downtown clean up and street sweeping program will begin. There will be no on-street parking allowed between the hours of 9pm and Midnight on these streets. Street sweeping and blowing will begin in the Essex Street pedestrian mall, move onto Hawthorne Boulevard to Derby & New Derby Streets., including Front Street and Charter Street then to Washington Street to Bridge Street including Church Street, Federal Street and Lynde Street and Essex Street from North Street to Washington Street.  Intermittent traffic closures will take place as the sweepers move from area to area.  Once the sweepers have completed an area, traffic and on street parking will be returned to normal. All parking restrictions will be posted in advance.

Downtown residents may park free of charge overnight in the Museum Place and South Harbor garages from 8pm Tuesday until 7am Wednesday.  Proof of residency will be required.

There is expected to be some traffic implications as we shutdown each street for cleaning, so please plan your travel accordingly.

There will be a water system shutdown this Sunday evening to make improvements to the overall water system in your area.

The water system will be shut down from Webb Street to the Willows, starting at 8 pm on Sunday, April12th, until 6 am on Monday morning.

This shutdown will allow the city to replace two inoperable valves on Fort Avenue.

At some time during the night, you may lose water to your home or business, but your service should be restored by 6 am on Monday.

If you experience brown water at any time, please run the COLD water, from the lowest possible faucet in your home, until the water runs clear.

We apologize in advance for any inconvenience this project may cause.  The city appreciates your patience and forbearance during this important water improvement project.

City of Salem to Hold Immigration Workshop for Immigrants, Service Providers

Free and open to all, St. Peter’s Church, 24 St. Peter Street in Salem, April 8, 6 – 8 p.m.



The City of Salem will be holding an immigration workshop for Salem residents who are immigrants and for service providers who may work with immigrant populations. The free workshop will take place at St. Peter’s Church, 24 St. Peter Street in Salem, on April 8 from 6:00 p.m. to 8:00 p.m.



During the workshop participants will have an opportunity to learn more about President Obama’s recent Executive Order concerning federal immigration policy, U.S. citizenship eligibility, deferred action for childhood arrivals, and how to access U.S. Citizenship and Immigration Services (USCIS) forms online. Attorneys, including USCIS representatives, will be on hand to answer questions and to provide free legal consultations.



Free childcare will be provided during the event. This workshop is being held in partnership with the City of Salem, USCIS, the North Shore Community Development Coalition, the Point Neighborhood Association, the Latino Leadership Coalition, the House of the Seven Gables, St. Peter’s Episcopal Church, and Voces Inc.

Last week contractors made good progress on the Washington Square South manhole excavation. Moving forward, the remaining installation work on Washington Square South will continue throughout next week. 

On Friday, our contractors moved to Hawthorne Boulevard to start the excavation process, preparing to install the two Hawthorne manholes.

Also on Friday, our contractors began saw cutting to remove pavement on the sections of Congress Street that will be excavated in order to install the duct bank. These duct banks will eventually house and protect the new transmission cables between the South River Bridge on Congress Street, and the Hawthorne Boulevard and Washington Square South manholes.
As you know, this sequence of construction has been developed with input from the City of Salem, and our community partners. The sequence, as it is designed, provides the shortest possible construction timeline and accordingly the least possible impact to residents and businesses.
The entire Salem Cable Project team is dedicated to doing everything we can to make sure community members are consistently supplied with information that will help folks make decisions that will allow them to avoid any potential inconveniences associated with construction. Help the City Address Park, Recreation, and Open Space Needs

Residents are invited to complete a survey about Salem’s park, recreation, and open space needs. The City has hired Gale Associates to conduct a Recreational Facilities Needs Assessment & Master Plan and to update the City’s Open Space & Recreation Plan. These plans, based on input from the community, will help guide investment in Salem’s parks and open spaces.


This survey will be online until noon on Friday, April 10.
