Final Yard Waste Collection of 2014: December 1-5

This is a message from the City of Salem’s Trash & Recycling Department regarding the final yard collection of 2014. 

On Monday, December 1st through Friday, December 5th, yard waste will be picked up curbside. Please place your leaves and grass clippings in brown paper yard waste bags or uncovered garbage cans curbside on the same day as your trash day.

Only the following items are accepted: 

Lawn clippings, leaves, brush, plants, and bundled branches that are no longer than four feet or wider than four inches; 

(Please Note: Yard Waste does not include tree stumps or logs) 

Remember, residents with proper identification can always drop off their yard waste at the Transfer Station located at 9 Swampscott Roadduring their normal business hours. Click Here for hours of operation.

The next yard waste pickup will not occur until April of 2015.

Due to utility work, the southbound lane of Washington Street from Essex Street to Norman Street will be closed to through traffic on Monday, December 1ststarting at around 10:00 p.m. until early Tuesday morning. Some traffic delays should be anticipated in this area until about 9:00 a.m. on Tuesday due to this work.

Temporary public art installation in Salem, Massachusetts, Summer 2015

Salem, MA - The City of Salem and the Salem Main Streets Program seek qualifications from artists and designers interested in creating a three-month site-responsive public art installation in the heart of downtown Salem during the summer of 2015. The public art project will be a prominent feature in the kick-off of the Salem Arts Festival, an annual three-day celebration of all the arts that will begin June 5, 2015.  Artists and designers working in any media, including light, are encouraged to submit qualifications.

Salem is a growing, culturally diverse city with a rich literary, architectural, maritime, and immigrant history, including its role in the 17th century Salem Witch Trials.  In the 19th century, it was one of the most important seaports in the country.   Today it is lively destination that draws people from around the world.

The Salem Arts Festival public art project is an opportunity to create a unique experience for the thousands of visitors and residents who enjoy downtown Salem in the summer.  In addition to the Salem Arts Festival, several other festivals, as well as a weekly farmers$B!G(J market on Derby Square Plaza, mark the season and draw crowds to the City.

Residents encouraged to Shop Local this holiday season

In an effort to encourage Salem residents to “Shop Local First” this holiday season, Mayor Kim Driscoll has announced that parking in Salem will be free on November 29th in both municipal garages and on Washington Street, Front Street, and Essex Street. On November 30th all parking will be free, including at all meters, in both municipal garages, and in all municipal surface lots.

“These are some of the busiest shopping days of the year,” said Mayor Driscoll. “Hopefully, by taking this step we can help inspire more Salem residents to come downtown and discover all the great retail shopping opportunities available at our independent businesses and shops.”

Water Break in Willows Area

There has been a water break in the Willows area.  DPS crews are on-site and working diligently to repair this break. It is estimated that water service should be restored by this evening.  We apologize for this inconvenience.

As a result of this water break, you may experience no water service, low water pressure and/or water discoloration even after the pipe has been repaired.  This is not unusual.  If you experience brown water, do not turn on your hot water.  Let your cold water run until it is clear.  If you have any questions or concerns, please contact the DPS Garage at 978-744-3302.

*IMPORTANT NOTE:  The Salem Fire & Police Departments DO NOT respond to fire or law enforcement issues and/or emergencies that are reported through SeeClickFix. As always, in the case of emergency, dial 911.

Grove Street Project Update
D'Allessandro Corp has received the contract. We anticipate construction to begin before the end of the calendar year.  Construction completion is September 30, 2015.
November Street Sweeping Program Suspended
Due to large quantities of leaves on the streets, poor weather conditions, and a number of mechanical problems with the contractor’s equipment, the City has suspended the Fall Street Sweeping Program. Regular sweeping operations will resume in the Spring, as usual. We apologize for any inconvenience this may cause and appreciate your patience with this situation. If you have any questions or problems with a specific location, please contact the Department of Public Services at 978-744-3302.

Snow Shoveling Programs

Seniors/Disabled/Infirmed Residents: Salem residents who are 60 years of age or older, infirmed or disabled, who are looking for snow shoveling assistance can contact Sandy George at the Salem Council on Aging at 978-744-0924 or sgeorge@salem.com to be connected with available snow shovelers in their neighborhood. Through this program, residents will be provided with a list of available shovelers, be required to sign a waiver of liability, and have to negotiate payment with the shoveler on their own terms.

Salem Residents (younger than 60 y/o): Salem residents under the age of 60 who are looking for snow shoveling assistance can contact Ellen Talkowsky in the Salem Engineering Department at 978-619-5676 or etalkowsky@salem.com – snow@salem.com will also be activated later this winter for these requests upon our first snow emergency. Through this program, residents will be simply be provided with a list of available snow shovelers in their neighborhood.

City of Salem Shovel Brigade: Residents who are interested in applying for a job with the City’s Shovel Brigade can contact the Salem Department of Public Services at 978-744-3302. This brigade was established by the Mayor last winter to be deployed in high-volume pedestrian areas to help better clear public sidewalks and crosswalks in an effort to enhance pedestrian safety during the winter season. Any applicants will be required to go through the standard employee hiring process with the City’s Human Resources Department.

January NIAC Meeting
Our next NIAC meeting is set for Wednesday, January 14th at 7:00pm in the 3rd Floor Conference Room of the City Hall Annex Building at 120 Washington Street. Our special guests speakers will include our new State Representative Paul Tucker (tentative) and the new Community Outreach Director for the National Grid Cable Replacement Project, Darin Swimm (formerly of Congressman Tierney’s Office). The Mayor’s Office staff will also conduct a brief SeeClickFix tutorial, in addition to providing our standard City Updates.

Save the date for the annual Historic Derby Street Neighborhood Association holiday potluck dinner on Monday, December 8th at the home of Jim and Claire Bailey, 188 Derby Street (the corner of Hodges Court and Derby Street).  Everyone living in the Derby Street neighborhood is invited to come - the holiday dinner is a great way to meet your neighbors!

Sign-up to bring either an hors d'oeuvres, salad, side dish, main dish or dessert to share.  Our gracious hosts will provide a gigantic ham, but you are welcome to bring another main dish to share with your neighbors.

  • Hors d’oeuvres will be served from 6:00 to 7:00 pm

The Salem Board of Health will be hosting a walk-in flu vaccination clinic. The clinic is being held at the Salem High School, 77 Willson Streetfrom 9:00 am to 12:00 noon.

  • The clinics are open to Salem residents 12 years and older.  A very limited supply of Flu-mist nasal spray vaccine will be available
  • Please dress so that your upper arm can be accessed for vaccination
  • If you have health insurance please bring your  cards with you
  • Vaccines will be provided to anyone requiring a vaccine whether you have insurance or not
Protect yourself from the seasonal flu GET VACCINATED

If you fall into any of the following categories, the Salem Board of Health strongly suggests you get your flu shot.

  • Those with chronic illness, heart, lung, kidney, diabetes, cancer
  • Those with compromised immune systems
  • Those on aspirin therapy
People who are allergic to eggs might be at risk for allergic reactions from receiving any influenza vaccine and should consult with a doctor or other medical professional before considering any influenza vaccination.

This is a message from the City of Salem.

Due to the construction of the Salem Wharf, no on-street parking will be allowed along Becket Street on Monday November 17th, Monday November 24th, and Monday December 1st, weather permitting. Please note that these dates are subject to change and your neighborhood will be notified accordingly.
Residents of Becket Street without off-street parking should plan to move their vehicles to the Blaney Street parking lot on the evening prior to these work dates to ensure access to their vehicles.
We apologize for the inconvenience this will cause and appreciate your patience as this project moves forward towards completion.

Fighter Jets Flying Over Salem Postponed until Thursday

MEMA has notified the City of Salem that tomorrow, Wednesday, five F-15 fighter jets from Barnes Air National Guard Base will fly over areas of eastern and southeastern Massachusetts at low altitudes (between 1000’ and 5000’) as part of a pre-planned media event.  They are currently scheduled to fly over Salem at an altitude of approximately 1000' between 8:10am and 8:15am.

MEMA has informed us that the flyover scheduled for today has been postponed to Thursday. The time remains unchanged (between 8:10 and 8:15).

Please be aware that the flight scheduled for tomorrow may now be postponed due to weather conditions, including dense fog, which would hinder low altitude flights. If the Air National Guard postpones the flight, it will be rescheduled for the same time on this Thursday.

Again, this is a planned event and the Massachusetts Air National Guard has coordinated these flights with the FAA.

Verteran's Day Holiday trash schedule delays 1 day to Wednesday, Thursday and Friday

The city of Salem will hold it's annual Veterans Day ceremony at Salem High School beginning at 11:00 AM. This event is free and open to the public. Due to the holiday trash and recycling pick up in the city of Salem will be a day late but Wednesday Thursday and Friday pick ups. If your trash is in barrels city regulations prohibit it being placed curb side any earlier than 6:00 PM on the night before your scheduled pick up. If your trash bags. It cannot be placed curb side until 6:00 AM on the morning of your pick up this delay in trash and recycling pick up will not affect regularly scheduled compost pick ups. Residents should plan to move cars from streets on designated days from Nov. 10 through Nov. 21

SALEM – Mayor Kimberley Driscoll today announced that fall street sweeping will begin on Monday, November 10th and last until Friday, November 21st. Residential neighborhood street sweeping will take place on both sides of the street on the same day. Each neighborhood route will be posted with temporary ‘No Parking/Tow Zone’ signs and parking will be prohibited between the hours of 8:00 am to 5:00 pm. 

“We have scheduled this last major city-wide street sweeping effort before the cold weather sets in,” said Mayor Driscoll.

“Resident cooperation is vital to the success of this program,” said John Tomasz, Director of Public Services. “In order for the sweepers to do the best job possible, I would like to ask all residents not to park their cars on the street during their designated sweeping day.”

Neighborhood streets are broken down into two zones. Streets in Zone One will be swept during the week of Monday, November 10th through Saturday, November 15th. Sweep days are usually the next day after the regularly scheduled trash day. To find a specific street sweeping date, locate what zone your street is in on the 2014 Residential Street Sweeping Schedule, and match it with the calendar. Monday sweep schedules are for the preceding Friday's trash day.  For example, if you live on Atlantic Street, which has a Friday trash pickup, you are located in Zone One and both sides of the street will be swept on Monday, November 11th

Please note that due to the Tuesday, Veterans Day holiday, street sweeping scheduled for this week will be on a one day delay. For example, if you live in the Point neighborhood, your sweep day will be on Wednesday, November 12th. If you reside in Common or Bridge St. neighborhood your sweep day will be on Thursday, November 13th.

Zone Two will be swept from Monday, November 17th through Friday, November 21st.  However, please be aware that street sweeping will not take place on Wednesday, November 19th.  The streets in this sweeping area will be swept at a later date to be announced.

Residents will be able to use entrance corridor streets (Boston St., Bridge St., Essex St. [from Boston St. to Washington St.], Lafayette St. [from Dow St. to Marblehead line], Loring Ave., and North St.) as alternative parking areas on the day of their neighborhood sweep. Once a neighborhood street is swept, residents will be able to move their vehicles back onto their street.  (Please remember that you must adhere to all current parking restrictions on these streets. ALL EXISTING PARKING REGULATIONS ON ANY OF THESE MAIN STREETS MUST BE ADHERED TO OR YOUR VEHICLE WILL BE TICKETED AND/OR TOWED. For example: If there is a parking meter located on any of the above areas, you must pay for parking and adhere to the meter time limits.  Another example: If a portion of the street is posted ‘Resident Sticker Only’, you cannot park there without a resident sticker or if ‘No Parking’ signs are posted on a street, you cannot park there.)

Also, please note that residents of the Point neighborhood, the Common Neighborhood, and the Derby Street neighborhood can park their vehicles in the South Harbor garage free of charge on their designated sweep day. Proof of residency is required.


Certain weather conditions prohibit the use of the street sweepers: during moderate to heavy rainfall and extreme cold temperatures sweepers will not be able to operate. Weather cancellations will be posted on www.salem.com. Residents should avoid piling leaves in the street, as the sweeper will go around large piles.

5 Year Consolidated Plan – Citizen Survey

We need your input!


Each year, the City of Salem receives federal funds that are used to undertake housing, community and economic development projects and programs that assist very low, low and moderate income families and neighborhoods. In order to receive these funds, the City must prepare a Consolidated Plan every five years, as well as annual Action Plans to implement the five year plan. Salem’s last Consolidated Plan was completed in 2010.

To develop a new Consolidated Plan and the annual Action Plan, the process involves gathering information from many sources to identify needs that exist in Salem. This includes seeking input from residents, businesses, social service organizations and civic groups. In addition to a series of neighborhood meetings, workshops, focus groups, and interviews, we are conducting this survey to allow residents of the City of Salem to give feedback on community development issues and provide input on goals and priorities.

The result of this research will be a comprehensive 5 year strategy for the use of Salem’s federal housing and community development funds. The annual Action Plan for Fiscal Year 2016 will put into action the goals and strategies established in the Consolidated Plan.
