NOTICE OF VACANCY - PLEASE POST

TITLE:                  Program Manager

DEPARTMENT:             Park, Recreation and Community Services

POSITION STATUS:        Full-time, management position, with benefits
        
REPORTS TO:             Superintendent of Park, Recreation and Community Services, or his designee

SALARY:                 $49,000-$53,000 annually

DUTIES:
Oversight and supervision of recreational, educational, health and cultural programs for individuals of all ages.  

Maintain a constant analysis of community needs and design programs to fulfill the community demands within the department’s financial parameters.

Work in tandem with the COA Director to ensure the program needs of senior citizens are being met.

Work in tandem with the Facilities Manager to ensure we are utilizing our facilities to our fullest potential in order to meet the programming needs of our community.

Work in tandem with the account clerk to ensure programs stay within budgetary guidelines

Responsible of revolving budgets to ensure we are offering fiscally responsible programs to our community.

Direct oversight of the department’s volunteer program to include, but not limited to programs, Senior Network, Snow Shoveling, Tax Abatement and outside organizations

Manage the offsite programs that include, but are not limited to Senior Citizens trips, youth basketball league, adult volleyball league etc

Prepare public relations materials, including the creation of program catalogs and marketing flyers; respond to the general public and resolve customer inquiries and/or concerns.  

Direct oversight of our program registration software and the maintenance of participation records.

Coordinate programs that meet the needs of individuals, families, social groups and organizations

Perform related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of the principles and practices of program management.  Ability to supervise subordinate personnel effectively and to delegate tasks efficiently.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to develop and maintain harmonious relationships with city and school officials, community organizations and the general public.  Ability to provide high level of commitment and connection to City.  Willingness to work on a flexible schedule including evenings, weekends and holidays.

Excellent customer service skills.

QUALIFICATIONS REQUIRED:
A Bachelor’s Degree in recreation or related field and five years’ experience in developing and/or managing recreational programs, preferably in a municipal environment; or any equivalent combination of education and experience which demonstrates the requisite skills, abilities and knowledge.

SUPERVISORY RESPONSIBILITIES:
Provide supervision to the full time receptionist, activity assistants and seasonal employees/contractors for summer programming needs.

PHYSICAL DEMANDS:
More than half the time spent in normal office setting.  Summer programs involve frequent outdoor activities.  Regularly uses computer keyboards requiring eye-hand coordination and finger dexterity.  Occasionally must lift up to 25 pounds.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
