Community Preservation Act (CPA)

    Notice is hereby given that the Community Preservation Committee (CPC) will hold a Public Hearing to solicit input from citizens regarding the development of the FY15 Community Preservation Plan, which will be used to guide the CPC’s decision-making on Community Preservation Act (CPA) project proposals.  The CPA-established local dedicated fund is used to undertake open space, historic preservation, outdoor recreation and community housing projects.  

     The Public Hearing will be held on Monday, November 17, 2014 in the third floor conference room at 120 Washington Street at 6:00 p.m.  The public will have an opportunity to comment on Salem’s needs, possibilities and resources with regard to community preservation.  Written comments may also be sent to the Department of Planning and Community Development, 120 Washington St., Salem, MA 01970 by noon on November 26, 2014.   Information on the CPA can be found at http://www.salem.com/Pages/SalemMA_CPC/index.

     120 Washington Street is handicapped accessible.  However, persons will special needs should contact the Department of Planning and Community Development for reasonable accommodation and provide ample time for the request to be arranged.

Salem Police Department Issues Amplification Restriction for Halloween

Salem, MA – In the interest of public safety, Salem Police Chief Paul Tucker has directed that no amplified sound shall be permitted on Essex Street from Barton Square to Hawthorne Boulevard, and for 25 feet in all directions from that area, on Friday, October 31, between the hours of 2:00 p.m. and 5:00 p.m. The Salem Police may reduce, extend, or otherwise alter those hours as circumstances warrant. This restriction applies to all forms of amplification, including, but not limited to: sound systems, boom boxes, microphones, bullhorns, and amplifiers.

City of Salem Announces Street Closures, No Parking Zones for Halloween, October 31



Salem, MA – The City of Salem has announced the following planned street closures and no parking zones for Halloween, Friday, October 31. All closures are subject to change and may be closed earlier, or additional streets may be closed, at the determination of the Salem Police based on conditions.



Those planning to visit Salem on October 31 are strongly encouraged to take the commuter rail (http://mbta.com/riding_the_t/haunted_happenings/). Additional information about getting to Salem on Halloween is available at http://www.hauntedhappenings.com/arrive. In addition, parking and traffic updates are posted to Twitter at www.twitter.com/getthruoctober or @GetThruOctober.



Streets closed to traffic at approximately 4:00 p.m. until approximately 11:30 p.m.

1.      Washington St. from New Derby to Bridge St.

2.      Essex St. from Barton Square to Union St.

3.      Derby St. from Lafayette St. to Union St.

4.      Brown St. at New Liberty St. Second backup closure at Howard St.

5.      Lafayette St. from Derby St. to Front St.

6.      Hawthorne Blvd. from Derby St. to Essex St.

1.      Bridge St. will be closed to traffic between the westerly ramps and the Bypass Road.

2.      Incoming Bridge St northbound traffic will be detoured up westerly ramps to North St. Bypass Road inbound traffic from Beverly will be diverted back to Bridge St. and back to Beverly. Incoming southbound traffic from Bridge St. will be diverted to the Bypass Road and back to Beverly.

3.      Franklin Street may be closed to traffic if needed.



Other closures or openings could be decided as special circumstances arise.

Saturday & Sunday, October 25 & 26: No parking at meters on Essex Street between Hawthorne Boulevard and New Liberty Street from 7:00 a.m. to 11:00 p.m. and the road will be closed during these hours.
Saturday & Sunday, October 25 & 26: Heavy pedestrian traffic may result in the closure of Essex Street at Barton Square and could possibly result in no left turn onto Essex Street from Rt. 114 at North/Summer Streets.  These restrictions would be in effect from noon to 8:00 p.m.
Saturday, October 25: Devil’s Chase road race starts at 8:00 a.m. at the Salem Willows soccer field on Fort Avenue. No road closures are planned, however residents should expect traffic delays until 10:30 a.m. on the following roadways: Fort Avenue, Derby Street, Szetela Lane, Webb Street, Andrews Street, Washington Square, Essex Street, Charter Street, Central Street, Derby Street, Winter Island Road, Columbus Avenue, Restaurant Row, and Memorial Drive. Several no parking tow zones will be posted on Memorial Drive, Victory Road, and Larkin Lane.

Parking Changes on North and Bridge Street Following Salem MBTA Garage Opening

Parking Changes on North and Bridge Street Following Salem MBTA Garage Opening

With the MBTA commuter rail station and garage scheduled to open after 4:00 p.m. on October 24, the City of Salem and the MBTA have announced the following planned changes to on-street and lot parking on North Street and Bridge Street.


  • No on-street parking on Bridge Street. On-street parking along the northern side of Bridge Street will be prohibited starting on Monday, November 3rd. This property is owned and controlled by the MBTA, not the City. The MBTA will be installing barricades to restrict parking in this area.
  • Limited on-street parking on North Street. On-street satellite parking along North Street from the area near the intersection of Commercial Street to Leslie’s Retreat Park will return to its original restrictions from prior to the start of the MBTA garage project. These include 30 minute parking on the westerly side of North Street, south of Commercial Street, near O’Rourke Brothers Memorials (73 North Street) and no parking on the easterly side of North Street, from the intersection with Commercial Street to Leslie’s Retreat Park. This change takes effect Monday, November 3.
  • Universal Steel lot parking rates. The parking rate to park in the City’s surface lot at the Universal Steel site (297 Bridge Street) would be $4/day, Mondays-Saturdays, commencing November 4, pending approval by the City Council and Parking Board. The rate has been submitted for the City Council’s vote at their meeting on October 23 and the Parking Board’s vote at their meeting on November 3.
City parking enforcement officers will be focusing on residential neighborhoods in the areas close by the garage in the days following the garage’s opening, to ensure that commuters and visitors are not parking in resident-only zones. They will also be patrolling the Bridge Street and North Street areas identified above to ensure vehicles are parked legally and safely.

Road Closure & Parking Ban Information


October 18: Salem YMCA Witch City 5K road race starts at 9:00 a.m. at the Salem Willows. No road closures are planned, however residents should anticipate traffic delays along the following roadways: Memorial Drive, Essex Street, Route 1A, Route 114 including Hawthorne Boulevard, Derby Street, and Fort Avenue, ending at Restaurant Row until 11:30 a.m.

October 18 & 19: There will be no parking at the meters located on Essex Street between Hawthorne Blvd. and New Liberty Street.  This portion of roadway will also be closed to thru traffic from 110 a.m. to 10:00 p.m.

October 19: Witch Ride Motorcycle Ride. Route 114 and Route 1A will be impacted, but not closed to traffic, from Marblehead to New Derby Street. Route 1A, including Derby Street, will be closed to traffic between Lafayette Street and Congress Street. Congress Street will also be closed to traffic. Residents should anticipate road closures and traffic delays from noon to 3:00 p.m. There will be a no parking tow zone on Derby Street between Lafayette and Congress Street from 11:00 a.m. to 3:00 p.m.


All information below is subject to change. The Salem Police Department will close any street at any time if they determine that a public safety issue exists.

PUMPKIN DECORATING CONTEST AND DISPLAY

The City of Salem will hold its seventh annual pumpkin decorating contest for Salem's young residents. Pumpkins will be judged in three age categories: 6 years old and under, 7-10 years old and 11 -14 years old. Pumpkins will be on display for all or our residents and tourists to view during October at the Salem Common. Below are the contest rules.

  1. Pumpkins can be no larger than 7" wide and 12" tall.
  2. Pumpkins may NOT be carved or hollowed out.
  3. Objects, paper, and materials of any kind may be pinned or glued to pumpkins.  Participants may also draw or paint on their entries.
  4. Entries will be received at the Common on Friday, October 17th from 6:00pm to 8:00pm, Saturday, October 18th from 10:00 am to 2:00 pm, and Sunday, October 19th from 11am-12noon.  Only one entry per child will be accepted.
  5. Each participant will fill out a registration form and be assigned a number.
  6. Judging will take place on Sunday, October 19th at 12:00 noon
  7. The following prizes will be awarded in each category:  1st Place - $25; 2nd Place - $20; 3rd Place $15; 4th Place - $10; and 5th Place - $5.  Prize money has been generously donated by Fiesta Shows.
  8. Pumpkins will be placed on permanent display from noon to 6:00pm daily.
  9. Organizers reserve the right to dispose of any pumpkin that deteriorates before the end of the contest.
  10. If desired, participants may reclaim their pumpkins after Sunday, October 26th.Organizers cannot guarantee the condition of the pumpkin at the time of retrieval.

Notification of Lot Closure at Blaney Street/Salem Wharf:
Saturday, October 18 at 10:00 p.m. to Sunday, October 19 at 6:00 p.m.

In order to accommodate security requirements for the arrival of the Seabourne Quest cruise vessel at the Footprint Wharf adjacent to Salem Wharf on Blaney Street, the public parking lot at Salem Wharf on Blaney Street will be closed from Saturday, October 18 at 10:00 p.m. through Sunday, October 19 at 6:00 p.m.
Alternative overnight parking for residents in that area will be located at the Bentley School parking lot (25 Memorial Drive), the rear row of the VFW parking lot between the cones (95 Derby Street), and the parking lot of the House of the Seven Gables (115 Derby Street). Vehicles parked at the House of the Seven Gables must be removed before 8:30 a.m. Sunday morning. Vehicles parked at the Bentley School lot must be removed before 8:00 p.m. Sunday night.

Salem Ferry passengers who wish to park at the Blaney Street/Salem Wharf parking lot will be permitted access, but will need to pass through a security point. In addition, space will be limited in the parking lot; ferry passenger vehicles will be allowed access on a space available basis.

Please note that this is expected to be a one-time occurrence. The City is working with Footprint Power to develop a more permanent security checkpoint and cruise passenger disembarking facility on Footprint property. Until such a facility has been developed, however, the City and the Salem Harbormaster will be staging the security and disembarkation facilities for the Seabourne Quest in the Blaney Street parking lot for October 18-19.

We apologize in advance for any inconvenience this will cause and appreciate your continued patience with the many changes taking place on Blaney Street and at the Footprint site. If you have any questions about this notice or the closure of the lot please contact the Salem Harbormaster at 978-741-0098.

Please participate in the development of the City of Salem’s five-year Consolidated Plan and one-year Action Plan. The five-year Consolidated Plan is a document which identifies and prioritizes the housing, community and economic development needs of Salem’s residents, and determines the goals and strategies to address those needs over the next five years. The one-year Action Plan outlines the activities and estimated expenditure of federal funding for the period of 7/1/15-6/30/16. Funding assists income-eligible households and low- to moderate-income neighborhoods through a variety of programs, services and improvements.
To obtain broad community input the City of Salem is holding numerous public hearings, neighborhood meetings and focus groups. You can participate in the Consolidated Planning process by attending one or more scheduled meetings shown below and offering comments and recommendations or by providing written comment or responding to an online poll by 11/25/14. Persons with special needs should contact the Department of Planning & Community Development for reasonable accommodation and provide ample time for the request to be arranged.

Bewitched Statue


Enjoy an early evening out with your friends and neighbors at Naumkeg Ordinary, 118 Washington Street (near the Bewitched statue) on October 13th from 6:30pm. to 8:30 pm.
 If you are new to the neighborhood, this is a perfect opportunity to meet your neighbors and everyone will enjoy the delicious food from the appetizer buffet that will be set out just for HDSNA.

The cost is $12 per person for the appetizers; drinks will be available at the cash bar.

Road Closures & Parking Bans Oct. 2-5

Thursday – October 2 – Road Closure & Parking Ban Information

Grand Opening Parade Route
The parade route is as follows: From Congress Street at Shetland Park, the parade will take a left onto Derby Street, a right onto Central Street, a left onto Front St., a right onto Washington Street, a right onto the Essex Street Pedestrian Mall, a left onto Washington Square and into the Salem Common.

No Parking – Tow Zone Areas
A parking ban will be in effect on 10/2/14 on the following streets between 5pm and 9pm. Any vehicle parked in these areas will be towed.
  • Congress Street both sides from Derby Street to Harbor Street.
  • Essex Street from Washington Street to Hawthorne Blvd.
  • Central Street both sides from Charter Street to Derby Street.
  • Derby Street both sides from Congress Street to Lafayette Street.
  • Front Street both sides from Washington Street to Lafayette Street.
  • Washington Square both sides from Essex Street to Brown Street.
  • Parking meter spaces at the intersection of Charter Street, Front Street, and Central Street.
  • Washington Street between Essex Street and Front Street, metered spaces.
The following roads will be closed on 10/2/14 from 6pm until approximately 9:30pm.
  • Congress Street will be closed from Harbor Street to Derby Street.
  • Derby Street will be closed from Congress Street to Central Street.
  • Commuters will not be able to use Route 1A between Dodge St. and Brown Street which includes Derby Street, Hawthorne Boulevard and Washington Square at the Common entrance.
  • Also closed to traffic will be Front Street and Washington Street between New Derby Street and Church Street.
  • Essex Street will also be closed at Washington Street.
